He was born in 1969 in Konya. After completing his primary and secondary education in Konya, he graduated from Selçuk University Faculty of Theology in 1994. In 1995, he started to work as a research assistant in the Department of Religious Education of the same faculty. In 1998, he was in England for six months to study language and on the field of language. After completing his doctorate in 2004, Okumuşlar was appointed as an associate professor in 2008 and then as a professor in 2014. He continues to work as a lecturer in Necmettin Erbakan University, Ahmet Keleşoğlu Faculty of Theology, Department of Religious Education.
Okumuşlar, who served as the vice dean of the Faculty of Theology between 2011 and 2014, took part in many projects in addition to the national and international books, articles and papers published in his field, and contributed to educational studies with voluntary participation in non-governmental organizations. He chaired the commission that prepared the curriculum of the Religion and Values ​​elective course in the Ministry of National Education, which started to be taught in 2015, and pioneered the preparation of the textbooks. Okumuşlar, who speaks English and Arabic, is also the editor of Marife Magazine, one of the respected academic journals in its field in our country.
