After graduating from Selçuk University's Faculty of Theology, he completed his master's degree in the Hadith Department of the Department of Fundamental Islamic Sciences at the Selçuk University Institute of Social Sciences with a thesis titled "The Hadithism of the Andalusian Ibn Abdilbarr and His Work titled Jami'u Beyani'l-Ilm." He completed his doctorate in the Religious Education Department of the Department of Philosophy and Religious Sciences at Necmettin Erbakan University's Institute of Social Sciences with a thesis titled "Perceived Teacher Qualities Based on Communication in Religious Education and Their Effect on the School Belonging of I.H.L. Students." He presented a paper at an international symposium titled "Peace Education in the Religious Culture and Moral Knowledge Curricula of Primary and Secondary Schools in Turkey." He taught in the Afyon Hocalar, Van Bahçesaray, Kahramanmaraş Afşin, and Konya Cihanbeyli and Yeniceoba districts. He also held school administrator positions in the Konya Cihanbeyli, Konya Meram, Selçuklu, and Karatay districts. He also served as the District Director of National Education at the Konya Ereğli District Directorate of National Education. He later served as an administrator at a private college in Konya. He received in-service training in numerous professional fields, including management and educational administration. He has received numerous training courses such as Computer and Internet Usage Course, Arabic Course (9 Months), Investigation and Investigation Techniques Seminar, New Approaches to Hadith Teaching Course, Religious Rhetoric and Professional Practice Course, Total Quality Management Seminar, MEİS Modules Introduction and Usage Seminar, Active Learning and Teaching Seminar, Educational Management Course, Chess Coaching Course, Communication in Electronic Environment Course, Educational Management Course, Legal Approach Technique Seminar in Investigation and Preliminary Investigation Procedures, “Dialogue-The Creative Communion” Seminar within the Scope of Grundtvig, Participation in the Project on Improving Governance Skills of Educational Institutions Managers and providing training within this scope, Total Quality Management Evaluation. In addition to participating in educational projects and carrying out project work, he has engaged in various professional and academic studies such as religious education, values education, magazine publication, university exam preparation, etc. He has also conducted some educational projects, the first of their kind in Turkey. The awards he has received in the field of education are as follows. Cihanbeyli District Directorate of National Education Certificate of Appreciation, Cihanbeyli District Governorate Certificate of Appreciation, Meram District Directorate of National Education Certificate of Appreciation, Ministry of National Education Specialist Teaching Certificate, Ministry of National Education Primary Education General Directorate Monthly Award, and Meram District Governorate Certificate of Achievement.
Çimen, who serves on the Konya Provincial Administration of the Yeni Dünya Foundation and the Konya Branch of the Turkish Language and Literature Association, has served as Secretary General of Necmettin Erbakan University since March 28, 2025, in addition to serving as Private Secretary to the Rectorate of Necmettin Erbakan University. He speaks intermediate Arabic and English, is married, and has four children.
