He was born on July 9, 1963, in Ereğli, Konya. His father’s name is Süleyman and his mother’s name is Sebla. He graduated from the Faculty of Theology at Selçuk University, where he also completed his master’s and doctoral studies. He began his academic career as a research assistant at Selçuk University. In 2011, Cem Zorlu was elected as a Member of Parliament for Konya in the 24th Term of the Turkish Grand National Assembly representing the AK Party. During his term, he served as a member of the Turkey–EU Joint Parliamentary Commission and the Parliamentary Union of the Organization of Islamic Cooperation. Following his parliamentary service, he was appointed Chairman of the Board of Trustees of the Turkish Maarif Foundation in 2016 and Rector of Necmettin Erbakan University in 2018. On December 23, 2022, he was appointed Rector of Necmettin Erbakan University for a second term. Prof. Dr. Cem Zorlu speaks Arabic at an advanced level, German and English at a good level, and Persian at a basic level. He is married and has two children.
