### CHAPTER ONE
**Purpose, Scope, Legal Basis, and Definitions**
**Purpose**
**ARTICLE 1 –** (1) The purpose of this Regulation is to determine the procedures and principles regarding the objectives, fields of activity, and management of the Necmettin Erbakan University International Application and Research Center for Rumi Civilizations established within Necmettin Erbakan University.
**Scope**
**ARTICLE 2 –** (1) This Regulation covers provisions regarding the objectives, management organs, duties of management organs, and operating methods of the Necmettin Erbakan University International Application and Research Center for Rumi Civilizations.
**Legal Basis**
**ARTICLE 3 –** (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7, and Article 14 of the Higher Education Law dated November 4, 1981, and numbered 2547.
**Definitions**
**ARTICLE 4 –** (1) In this Regulation;
* **a) Center (URMAM):** Refers to the Necmettin Erbakan University International Application and Research Center for Rumi Civilizations,
* **b) Director:** Refers to the Director of the Necmettin Erbakan University International Application and Research Center for Rumi Civilizations,
* **c) Rector:** Refers to the Rector of Necmettin Erbakan University,
* **ç) Senate:** Refers to the Senate of Necmettin Erbakan University,
* **d) University:** Refers to Necmettin Erbakan University.

### CHAPTER TWO
**Objectives and Fields of Activity of the Center**
**Objectives of the Center**
**ARTICLE 5 –** (1) The objectives of the Center are to carry out studies on the history of civilization by conducting civilization research; to prepare academic journals, books, and similar publications in Turkish and English related to the subject; to carry out studies aimed at introducing source works of modern and classical culture into our language; to encourage civilization-oriented research; to contribute to intercultural interaction; and to support students and academics conducting research on the history of civilization.
**Fields of Activity of the Center**
**ARTICLE 6 –** (1) The fields of activity of the Center are as follows:
* **a)** To organize symposiums, panels, and seminars on civilizations at national and international levels.
* **b)** To create a library and archive containing books, information, documents, photographs, documentary series, and films published in different languages regarding universal civilizations and the history of civilization.
* **c)** To establish connections with centers conducting civilization research in our country and different countries of the world to realize the exchange of knowledge, experience, scholars, and students.
* **ç)** To publish in Turkish and English on civilization research.
* **d)** To prepare plans and projects to introduce source works of modern and classical culture into our language. To produce academic journals, books, and similar publications related to the field.
* **e)** To encourage civilization-oriented research based on national and international cooperation.
* **f)** To cooperate with the Alliance of Civilizations affiliated with the United Nations and similar institutes and centers, and to support seminars, symposiums, congresses, and similar activities to be held at national and international levels in this field.
* **g)** To ensure the coordination of research to be carried out by faculty members belonging to different faculties and departments within the University.
* **ğ)** To support students, educators, professional individuals, and institutions that will carry out research and investigation studies.
* **h)** To cooperate with national and international organizations in line with the objectives of the Center.
* **ı)** To provide research, investigation, consultancy, and similar services to public and private sector institutions and organizations on matters falling within the Center's scope of work.
* **i)** To contribute to intercultural interaction.
* **j)** To establish research units in various fields within the Center and, through these units, to coordinate activities such as research, meetings, and publications on the University's priority scientific research topics.
* **k)** To conduct educational activities to raise public awareness about civilizations and increase their participation.
* **l)** To train personnel to enrich human resources in line with the objectives of the Center.
* **m)** To organize other courses, seminars, meetings, and similar activities that contribute to the establishment purpose of the Center and the objectives and principles of the Higher Education Law.
* **n)** To carry out studies to obtain the European Credit Transfer System (ECTS) label.
* **o)** To facilitate student mobility and to work on the recognition within the University of the education received by University students abroad.
* **ö)** To facilitate faculty member mobility and to realize mutual exchanges.
* **p)** To carry out other studies suitable for the objectives of the Center.

### CHAPTER THREE
**Management Organs and Duties of the Center**
**Management Organs of the Center**
**ARTICLE 7 –** (1) The management organs of the Center are as follows:
* **a)** Director,
* **b)** Executive Board.
**Director**
**ARTICLE 8 –** (1) The Director is assigned by the Rector for a term of 3 years from among the faculty members serving in the relevant departments. A Director whose term has expired can be reassigned. The Director selects two deputy directors from among the faculty members of the relevant department—one authorized in research and education matters, and the other in project and application matters—and submits them for the Rector's approval. In the absence of the Director, one of the deputy directors acts as a proxy. The proxy for the Director lasts for a maximum of six months.
**Duties of the Director**
**ARTICLE 9 –** (1) The duties of the Director are as follows:
* **a)** To ensure that the activities of the Center are carried out regularly and in accordance with its purpose.
* **b)** To chair the Executive Board.
* **c)** To conduct the administrative affairs of the Center.
* **ç)** To cooperate with domestic and international research centers, to produce projects suitable for the objectives of the Center, and to secure assistance.
* **d)** To ensure that the Center's annual activity report is submitted to the Rectorate.
* **e)** To manage the Center's relations with official and private institutions and organizations.
* **f)** To represent the Center.
* **g)** To determine the personnel to be employed and assigned at the Center.
* **ğ)** To propose to the Rector the consultants and experts to be assigned to work on matters related to the objectives of the Center.
**Executive Board**
**ARTICLE 10 –** (1) The Executive Board consists of five members. The Director and deputy directors are also members of the Executive Board. The other two members of the Executive Board are assigned by the Rector for a term of three years from among four faculty members proposed by the Director. The Executive Board meets once a month.
**Duties of the Executive Board**
**ARTICLE 11 –** (1) The duties of the Executive Board are as follows:
* **a)** To determine the working order in accordance with the purpose of the Center.
* **b)** To produce research projects, to evaluate project proposals submitted by researchers, and to provide domestic and international funding.
* **c)** To determine the principles regarding researcher and patent rights related to researches conducted by the Center, and the method of distribution and utilization of revenues.
* **ç)** To prepare the year-end activity report.
* **d)** To authorize the Director to organize activities such as scientific and public courses, seminars, and conferences.
* **e)** To secure domestic and international scholarships with the aim of training personnel in the research subjects of the Center.

### CHAPTER FOUR
**Miscellaneous and Final Provisions**
**Personnel Needs**
**ARTICLE 12 –** (1) The academic, technical, and administrative personnel needs of the Center shall be met by personnel to be assigned by the Rector in accordance with Article 13 of Law No. 2547.
**Cases Not Provided For in the Regulation**
**ARTICLE 13 –** (1) In cases where there are no provisions in this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Executive Board shall apply.
**Effectiveness**
**ARTICLE 14 –** (1) This Regulation shall enter into force on the date of its publication.
**Enforcement**
**ARTICLE 15 –** (1) The provisions of this Regulation shall be enforced by the Rector of Necmettin Erbakan University.
